Cost  - 3 Glamour

The user touches a body of water and it automatically ignites.  This Contract affects a circular area with a maximum radius from the user equal to the number of successes rolled in meters.  The flames cannot be extinguished.  Anyone inside the circle of fire immediately catches fire, and takes lethal damage every turn until they escape (or the contract is dispelled), at which point the user’s influence over the water fades, and the flames dissipate.

The circle of flame remains in place where it was cast, but the user may move around within.  Contract’s effects last as long as the user remains inside the circle and in contact with the water, but fades if she leaves.  To be suitable for this contract, water must be at least half an inch deep or have a strong, steady flow - dampness doesn’t count.  Water must be contiguous - only the puddle the user is standing in will ignite, even if there is another, unconnected puddle within range.  The user cannot decide who is or is not harmed.

(Optional) +1 Willpower - Flames do aggravated damage within the circle of fire.

Catch - The water is heavily polluted in some way - a rainbow puddle bubbling with an oily film, a sewer thick with debris, a stream turned orange by acidic drainage, etc.  The user must take a blood-stained rose she picked herself no more than two hours before, light it on fire, and drop it into the water.

Either the TARDIS or the Weeping Angels.  Both are represented.
